Compliance Specialist
Position Qualifications
- Degree in Engineering or equivalent experience
- 5 years of experience in dealing with regulatory compliance, health/safety and environmental issues and marine surveying
- Willing to travel.
Position Responsibilities
- Perform duties of the Alternate Corporate Security Officer in relation to the Ship Security Plans and its impact of all units affected by the International Ship and Port Facility Security Code.
- Assist in technical plan submissions for compliance with Flag / Coastal State and Classification Society requirements and plan submissions to Flag State agencies and Classification Societies for rigs.
- Review proposed and final Flag / Coastal State agency, Classification Society and International Maritime Organization rule changes to recommend amendments and determine impacts. Develop memoranda to advise corporate staff and divisions of impacts.
- Conduct regulatory compliance, environmental and safety/health audits of Noble divisions and rigs to ensure compliance with applicable Flag or Coastal State (including ISO 14001, International Safety Management Code and International Ship and Port Facility Security Codes), or Classification Society requirements, as directed.
- Participate in Rig Inclining Experiments, Deadweight Surveys and Lightship adjustments for rigs.
- Develop/revise/update offshore Rig Operations Manuals, Shipboard Oil Pollution Emergency Plans, Ship Security Plans, Engineering Department Standard Operating Procedures and manuals.
- Maintain effective, open and regular communications with the Director of Compliance.
- Supervise day-to-day job function performance of project personnel and assists in training of Compliance Trainee(s), when assigned.
- Perform duties of Compliance Manager during absences.
- Develop/present strategies to improve performance and cut costs within department and projects assigned.
- Conduct periodic project meetings for the purpose of communicating departmental/ project and corporate goals, scheduling activities and discussing relevant issues.
- Submit progress/activity reports, as directed.
- Communicate with divisional counterparts and maintain a high standard for effective and timely communication by providing information/advice on regulatory compliance and environmental issues to Divisional Operations, as needed.
- Assist other department personnel on all on-going projects and issues Compliance or Regulatory related.
- Monitor all costs associated with on-going department projects to maintain budget and provide department budget inputs for expected incurred administrative and project costs, when directed.
- Other duties/projects as assigned by senior management.
